Department of Energy

Following are the tasks and responsibilities:

  1. Proposes, drafts and provides for the implementation of energy sector policy/strategic documents, and compiles regular reports on their implementation; 1.2 Proposes, drafts and provides for the implementation of energy sector legislation.
  2. Drafts long-term and annual energy balances, and monitoring thereof;
  3. Implements tasks deriving from the Energy Community Treaty.


2. The Head of the Department of Energy reports to the Secretary General.

3. This Department comprises:


  1. Energy Systems Division;
  2. Renewable Energy Sources, Efficiency and Cogeneration Division;
  3. Energy Policies Division;
  4. Technical Standards and Regulations Division;


4. The number of employees in the Energy Department is seventeen (17).


Head of the department of energy: Luan Morina
 

Division for Energy Systems

Following are the tasks and responsibilities of the Energy Systems Division:

  1. Proposes, compiles and provides for the implementation of energy sector policies/strategies;
  2. Proposes, compiles and provides for the implementation of energy sector legislation;
  3. Reviews and comments medium and long-term development plans of energy system operators, prior to their approval by the ERO;
  4. Addresses emergency situations in security of energy supply with other relevant institutions;
  5. Cooperates in drafting the electricity market design;
  6. Coordinates activities in implementing obligations deriving from the Energy Community Treaty.


2. The Head of the Energy Systems Division reports to the Head of the Department of Energy.

3. The number of employees in the Energy Systems Division is five (5). 

Renewable Energy Sources, Efficiency and Cogeneration Division

Following are the tasks and responsibilities of the RES, Efficiency and Cogeneration:

  1. Proposes, compiles and provides for the implementation of policy/strategic documents in the sector of renewable energy sources, energy efficiency and cogeneration;
  2. Proposes, compiles and provides for the implementation of legislation in the sector of renewable energy sources, energy efficiency and cogeneration;
  3. Monitors and compiles regular reports on the implementation of policy/strategic documents on the sector of renewable energy sources, energy efficiency and cogeneration.
  4. Implements obligations deriving from the Energy Community Treaty.


2. The Head of the Renewable Energy Sources, Efficiency and Cogeneration Division reports to the Head of the Department for Energy and Mining.

3. The number of employees in the Renewable Energy Sources, Efficiency and Cogeneration Division is four (4).

Energy Policy Division

Following are the tasks and responsibilities of the Energy Policy Division:

  1. Heads the process of compilation of energy sector policies/strategies, and supports the process of their implementation;
  2. Proposes, compiles and provides for the implementation of energy sector legislation;
  3. Prepares of long term and annual energy forecasts and annual balances of previous year, and compiles regular annual reports;
  4. Collects and processes statistical energy data;
  5. Provides recommendations on the approval of energy balances.
  6. Implements other obligations deriving from the Energy Community Treaty.


2. The Head of the Energy Policy Division reports to the Head of the Department for Energy.

3. The number of employees in the Energy Policy Division is four (4). 

Technical Standards and Regulations Division

Following are the tasks and responsibilities of the Technical Standards and Regulations Division:

  1. Proposes, compiles and supports the implementation of energy sector policies/strategic documents.
  2. Proposes, compiles and provides for the implementation of energy sector legislation;
  3. Identifies technical standards of the energy sector approved by international, European and national organizations for the energy sector, and monitors their application in energy sector technical rules;
  4. Initiates the process of adopting technical standards of the energy sector;
  5. Implements obligations deriving from the Energy Community Treaty.
  6. Follows-up and participates in developing and preparing technical rules, technical codes and other technical acts for the energy sector.


2. The Head of the Technical Standards and Regulations Division reports to the Head of the Department for Energy.

3. The number of employees in the Technical Standards and Regulations Division is three (3).
